Selon les d\u00e9clarations du directeur de l\u2019\u00e9tablissement, M. Zeroual Yacine, le cahier des charges a \u00e9t\u00e9 valid\u00e9, ouvrant ainsi la voie au lancement effectif de cette initiative d\u00e8s le mois d\u2019octobre prochain.<\/strong><\/em><\/p>\n\n\n\n<p><strong><em>M. Zeroual a expliqu\u00e9 que le cahier des charges a pour objectif de moderniser le syst\u00e8me de recouvrement \u00e0 travers la mise en place d\u2019une gestion num\u00e9rique des droits d\u2019entr\u00e9e, de stationnement et de location des espaces commerciaux. Le projet pr\u00e9voit l\u2019\u00e9quipement du march\u00e9 en dispositifs \u00e9lectroniques, cam\u00e9ras de surveillance, portiques automatiques et logiciels sp\u00e9cialis\u00e9s permettant un suivi efficace et transparent des op\u00e9rations.Ce projet s\u2019inscrit ,selon M.Zeroual dans une d\u00e9marche globale d\u2019am\u00e9lioration de la gestion du march\u00e9 de gros d\u2019El-Kerma, avec pour ambition d\u2019augmenter les recettes de l\u2019\u00e9tablissement en tant que structure \u00e0 caract\u00e8re \u00e9conomique, tout en valorisant un investissement public strat\u00e9gique au service du d\u00e9veloppement local de la wilaya. Dans cette optique, un mod\u00e8le type de cahier des charges sp\u00e9cifique aux ench\u00e8res a \u00e9t\u00e9 \u00e9labor\u00e9, afin de r\u00e9guler les offres de location des diverses installations du march\u00e9. Sont concern\u00e9es notamment les surfaces destin\u00e9es \u00e0 la vente en gros de fruits et l\u00e9gumes, le march\u00e9 des v\u00e9hicules d\u2019occasion, les chambres froides, les espaces de stockage des caisses d\u2019emballage, ainsi que les kiosques multiservices propos\u00e9s \u00e0 la mise en adjudication.
